No bar on 4G auction now

The SC extended its chamber judge’s order that stayed a High Court directive halting the auction.

A five-member bench of the Appellate Division headed by Justice Md Abdul Wahhab Miah who is performing duties as the chief justice, passed the order after disposing of a petition filed by BTRC seeking a stay on the HC order.

The Appellate Division heard the counsel for all the parties and at 11:30am gave an order that the stay given earlier by the chamber judge shall continue and there by disposed of the application,” Mahsib Hossain, a Supreme Court lawyer, told The Daily Star.

Earlier on January 11, the SC stayed a HC order that halted the auctioning of 4G spectrum for the telecommunication industry of Bangladesh.

On the same day, the HC stayed effectiveness of two BTRC circulars inviting applications for the 4G spectrum auctioning. A HC bench passed the order following a writ petition filed by a wireless internet provider.

It also sought explanation from the authorities concerned of the BTRC and the government why the circulars should not be declared illegal. Bangla Lion Communications Ltd filed the writ claiming that BTRC issued the circular in contravention of the clauses 4. 2 and 4. 06(3) of broadband wireless guideline, 2008, petitioner's lawyer Ramzan Ali told reporters.

Attorney General Mahbubey Alam appeared for the BTRC.

Meanwhile, mobile phone operators, including state-run Teletalk and now out-of-service Citycell, will be applying for 4G licence within the deadline at noon today as the government plans to hold the spectrum auction on February 13.

A top official of Citycell, which stopped providing service in October last year, confirmed it yesterday, saying they are preparing to re-enter the telecommunication business.

Senior officials of Teletalk and the remaining three private operators also informed of their preparations.

Chamber Judge of the Appellate Division Justice Syed Mahmud Hussain stayed for six weeks a High Court order which halted the examinations scheduled for tomorrow.

The Chamber Judge came up with the order following a petition filed by Bangladesh Bank seeking a stay on the High Court order.

Attorney General Mahbubey Alam appeared for the central bank.

The High Court on January 7 stayed the January 12 recruitment tests for senior officers, officers and cash officers in three state-run banks -- Sonali, Rupali and Janata.

It also issued a rule asking the respondents to explain within four weeks why they should not be directed to hold the recruitment exams for the three banks as per the 2016 circulars, which were separately issued by the BB, before holding the recruitment tests based on the 2017 circular.

Without holding the recruitment exams in line with the circulars, the central bank issued a combined circular for recruitment in these posts of eight state-run banks, including Sonali, Rupali and Janata, which is illegal, he said, adding that his clients had not applied for the posts when the combined circular was issued in 2017.

Movie reviews: Haseena Parkar

It's impossible to look at Haseena without bringing Bhai (Siddhanth Kapoor) into the picture. Lakhia has a real brother-sister duo to depict the bond but the material is so listless that there is little Kapoors can do here other than she crying out "Bhai" at his many misdemeanours and he calling up concerned to say "Beta". here.

Directed by Apoorva Lakhia (coming off the 2013 debacle of Zanjeer) and scripted by Suresh Nair, Haseena Parkar is a dreary courtroom drama in which the protagonist is hauled before the law to defend herself against grave criminal charges. The story moves back and forth from the judge's chamber to piece together the life of the only lady don the Mumbai underworld has ever seen. here.

Shraddha Kapoor, who has mostly played romantic roles in love stories, deserves kudos for taking up this challenge, and the actress delivers a powerful performance as Haseena. As the young Haseena, Shraddha has it easier and moulds herself well into the orthodox muslim avatar, albeit contrary to her earlier roles. here.
