NEW DELHI: Prime Minister Narendra Modi will on December 1 attend the World Climate Action Summit (WCAS) during the 28th session of the UN climate conference (COP28) in Dubai where he is expected to pitch for all the core issues, including tripling of renewable energy capacity globally by 2030, scaling up climate finance from billions to trillions of dollars and Mission LiFE (lifestyle for environment), that got traction at G20 leaders' summit here under India's presidency in September.Sources said that Modi would also visit India's pavilion which has been set up on the India’s G20 presidency's theme — 'Vasudhaiva Kutumbakam': One Earth,One Family, One Future -- at COP28 venue.

The pavilion will showcase the country's efforts to instill a sense of unanimity for addressing the global challenge of climate change. The UAE under its presidency of COP28 will host three high-level events focused on the global stocktake (GST), covering mitigation, adaptation, and the means of implementation of various climate actions at the Summit which may give a political momentum to the annual climate conference at a time when the world is quite divided on the issue of Israel-Palestine war in Gaza. The COP28, scheduled to be held during November 30-December 12, will conclude the first ever GST -- analysis of voluntary climate actions taken by over 195 countries as per their commitments under the Paris Agreement -- and may also adopt the mechanism to operationalise ‘loss and damage’ funds.

The fund is meant for supporting developing countries, primarily the least developed ones, impacted by climate change.

Issue of curtailing fossil fuels (coal, oil and gas) use will also figure prominently at the conference even as its immediate 'phase out' has not been on radar despite growing demands for it.Environment minister Bhupender Yadav is also expected to attend the COP28 and lead a team of India's negotiators during key parleys at its high-level segment.Besides Mission LiFE and enhancing the renewable energy capacity, the other issues which may find prominence in Modi's address at the Summit include matters concerning global biofuels alliance and substantially increasing climate finance flow to help global South.

The Mission LiFE, launched jointly by Modi and UN Secretary-General Antonio Guterres in October last year in Gujarat, is India-led global mass movement to nudge individual and community action to protect and preserve the environment.

It promotes an environmentally conscious lifestyle that focuses on ‘mindful and deliberate utilisation’ of resources instead of its ‘mindless and wasteful consumption’.
